The services of an LSP are required by the Massachusetts Contingency Plan (MCP) at sites where a release of oil or hazardous materials (OHM) has occurred. Richard Doherty, P.E., L.S.P., and President of ECR, has been an LSP since 1994, and has stamped hundreds of LSP Opinions.
